JUSTICE RAJEEV RANJAN PRASAD ORAL ORDER (Per: HONOURABLE THE CHIEF JUSTICE) 15-02-2018 This Writ Petition in P.I.L. has been filed for upgrading a Primary School into the status of a High School and the prayer made in the P.I.L. for the aforesaid relief is based on certain announcements made by the Chief Minister and the scheme for implementation of certain beneficial provisions implemented in the Swakchha Bharat Abhiyan.

Taking note of the nature of the grievance canvassed by the petitioner, we are of the considered view that the matter falls exclusively within the administrative and policy-making jurisdiction of the administrative authorities and for issues of the
