The learned counsel for the petitioner submits that the petitioner would be satisfied in case he is granted a liberty to file representation before the respondent no.4 and the respondent no.4 may be directed to dispose of the representation of the petitioner within a specified time frame.

Accordingly, it is directed that the petitioner shall file a composite representation before the respondent no.4 regarding his grievances raised in the writ petition within a period of two weeks from today and the respondent no.4 is directed to dispose of

However, in the facts and circumstances of the present case, considering the delay and laches on the part of the petitioner, I further direct that the order passed by the aforesaid respondent no.4 shall be final and would not be amenable to challenge in a writ jurisdiction under Articles 226 and 227 of the Constitution of India. The writ petition is disposed of on the aforesaid terms.
