This is a misconceived writ petition because the petitioner has commented on the functioning of the Panchayat Samiti in so far as implementation of the schemes are concerned even when the Bihar Panchayat Raj Act, 2006 and the Rules framed thereunder provides for avenue for redressal of such grievance.

The petitioner, if so advised, can take recourse thereto
