The District Teacher Employment Appellate Authority, Bhagalpur has passed order in Appeal Case No. 42 of 2011 on 10.6.2013.

From Annexure-2 on wards, it appears that correspondence between Panchayat Sachiv and District Programme Officer and others concerned with the appointment of Panchayat Shikshak is going on for the last more than four years. The respondents have

Patna High Court CWJC No.933 of 2018(2) dt.09-03-2018 2/2 neither challenged the order of the Appellate Authority nor implemented the order of the Appellate Authority. This kind of the attitude of the respondents is unbecoming. Under the compelling circumstances, instead of keeping the writ petition pending, the court is constraint to direct the respondent District Programme Officer either to challenge the order and obtain stay from the competent authority within a period of one month from today or implement the direction of the Appellate Authority in its entirety within a period of one month after expiry of the period of one month as indicated hereinabove. Failure on the part of the District Programme Officer (Establishment),Bhagalpur shall be viewed seriously. With the aforesaid observation, the writ petition stands disposed of.
