Learned counsel for the State has filed the counter affidavit on behalf of the State as well as the Additional Chief Secretary, Revenue and Land Reform and the same is taken on record.

Paragraph 11 and 12 of the counter affidavit by the Circle Officer is reads as follows:- "11. That the citizenship of the petitioner as stated in paragraph No. 4 is admitted. Remaining part of statement made in this para, is the brief history of the case, which is not denied.

12. That with regard to the statement made in Paragraph No. 5 to 9 are matters of record which are not denied."
