In the present writ application the petitioner has prayed for a direction to the respondents to consider his case in the light of judgment of the Apex Court in the case of Mukesh & Ano. Vs. The State of Bihar & Ors., reported in (2017) 5 SCC 383. The law laid down by the Apex Court in the case of Mukesh & Ano. (supra) is binding on all and as such the respondents are obliged to take decision in the matter of petitioner in the light of the judgment of the Apex Court in the case of Mukesh & Ano. (supra) within a maximum period of two months from the date of
