Accordingly, it is directed that the petitioner may file a representation before the respondent no. 2 within a period of two weeks from today and the respondent no. 2 shall dispose of the same by a reasoned and speaking order within a period of four weeks thereafter, failing which, the concerned authority shall be visited with penal consequences. The concerned authority shall also consider the judgments of this Hon'ble Court passed in
