JUSTICE ANIL KUMAR UPADHYAY ORAL ORDER 19-02-2020 The grievance of the petitioners in the present application is non-payment of honorarium for the period they have worked. Taking work and denying salary amounts to begaari which is prohibited under Article 23 of the Constitution. Considering the aforesaid, the writ petition is disposed of with the direction to the District Programme Officer (Literacy), Jamui to verify the records and if it is found that the petitioners have actually worked then they should be paid honorarium for the period they have actually worked. Necessary decision in this regard must be taken by the respondents within a maximum period of 60 days from the date of receipt/production of a copy of this order.
