Apart from the fact that the petitioner's locus standi
Patna High Court CWJC No.20579 of 2016 (4) dt.11-04-2018 2/2 for filing of the writ petition, his public spirited antecedent and various other questions remained un-answered, in a Public Interest Litigation, we are not inclined to issue a mandamus in the nature as sought for.
If the petitioner feels that respondent no.7 has committed any irregularities as are detailed in the writ petition, the petitioner may take up the issue with the Chief Vigilance Authority of the State like Lokayukta by filing statutory complaint on affidavit and it would be for the statutory authority or Vigilance Officer to look into the grievance of the petitioner and pass an appropriate order in accordance with law.
With the aforesaid liberty to the petitioner, we dispose of the matter.
