2. Learned counsel for the petitioner submits that his representation is pending before the District Magistrate, Kaimur.
3. No counter-affidavit has been filed on behalf of the State.
4. In the light of the submission made, the writ petition is disposed off directing the petitioner to file a fresh representation in consonance with Annexure -3 to the writ petition within 30 days from today and the District Magistrate, Kaimur is directed to pass a reasoned and speaking order on the representation filed by the petitioner within 90 days. The petitioner shall be at liberty to add more pleadings and case laws
