1. The present writ petition has been filed seeking the following relief(s):- "1. That this is an application for issuance of writ in the nature of Mandamus commanding the respondents to pay the due amount of second time bound promotion with the interest and consequential benefit immediately."

2. At the outset, the learned counsel for the petitioner seeks liberty on behalf of the petitioner to approach the District Magistrate, Siwan, for redressal of his subsisting grievances, if any. Liberty so sought is granted.
