Having heard learned counsel for the petitioner, finding the bench not to be in favour of the submissions made across the bar, learned counsel confines the scope of the present petition only with regard to the disposal of the communication dated 26th of October 2019 (Annexure-10, Page -52).

Smt. Archana Meenakshee, learned Government Pleader-6 states that the writ petition be dismissed solely on the ground of maintainability. However, she clarifies that if no decision on the communication dated 26th of October, 2019 (Annexure-10, Page-52) has been taken, the same shall positively be done within a period of two months from today. She undertakes to communicate the order to the petitioner.

We clarify that we have not expressed any opinion on the merits of the matter, for we find the present petition in its form not to be maintainable.

Accordingly, the present petition stands dismissed.
