The learned counsel for the BSFC is permitted to make necessary correction in the details of Respondent No. 7 as he submits that after death of one Managing Director Shri Shiv Shekhar Pratap Singh, the company can be represented through another director Shri Anant Singh.

Permission is granted.

The order dated 03.02.2014 passed by the Circle Officer, Bhagwanpur, District - Kaimur is under challenge by the BSFC. The BSFC filed the detailed application dated 04.02.2016 as contained in Annexure 10.

The order has been passed in a printed format which shows clear non-application of mind. Any administrative or Quasi-Judicial authority must pass a reasoned order and an order in printed format is no order in the eye of law.

Since this Court is quashing the order on the account that it is on the printed format and no reasons have been assigned the objection are not required to be dealt with at this stage in the writ application.

This application is allowed.

The order dated 03.02.2014 is quashed, the matter is remitted back to the Circle Officer to hear all the parties and pass the fresh order in accordance with law.
