JUSTICE RAJEEV RANJAN PRASAD ORAL ORDER 19-12-2022 Petitioner has filed this writ application for a direction to the respondent authorities to lodge a First Information Report. The writ application is pending since the year 2017. On perusal of the statements made therein would show that at no point of time the petitioner has submitted any written complaint with the police station. There is no averment in the writ application that the police did not register the F.I.R. or that the petitioner made a complaint before the Superintendent of Police under Section 154(3) Cr.P.C.
