The petitioner has approached this Court for following reliefs:- (i) For holding that Letter No.SW425/15, dated 21.05.2015 issued by the respondents no.4 as being illegal, invalid and unsustainable in the eye of law to the extent it excludes the petitioner without any legal, valid and unreasonable basis. (ii) For issuance of a consequential writ or order or direction upon the respondents to allow the petitioner to submit the synopsis for Ph.D. registration in the DRC or

Patna High Court CWJC No.4381 of 2019(4) dt.08-07-2024 2/3 URB or in the alternative for a direction upon the respondents to deem the petitioner as having successfully qualified the eligibility criteria required for taking admission in Ph.D. courses in terms of the letter dated 09.12.2013 and for issuance of the letter of admission accordingly.

(iii) For issuance of a direction to the respondents for holding course work of Pre-Ph.D. preparation for the petitioner as it has been concluded before the expiry of the one semester period (six month) and a declaration that the course work for Pre-Ph.D. preparation work should be of one semester (six months).

(iv) For holding and a declaration that the attendance register of the students participating in the Pre-Ph.D. preparation work should be maintained fairly. (v) For grant of any other relief or reliefs to which the petitioner is found entitled to in the facts and circumstances of the case.

Accordingly, petitioner is directed to file a representation before the respondent no.3 within a period of two weeks, along with a copy of this order and other documents in support of his claim. The respondent no.3 shall dispose of the representation of the petitioner within a period of eight weeks' by way of passing a speaking and reasoned order after affording an opportunity of hearing to the petitioner.
