Heard learned counsel for the petitioners and learned counsel for the respondents.

The petitioners' claim with reference to arrears difference of salary arising out of the recommendations of 4th and 6th pay revision, have been paid to the petitioners. This fact is not in dispute.

What the petitioners' counsel apprehends is that
