The petitioner claims to be the Chairman of Mirza Ghalib College Council. The said Mirza Ghalib College is said to be an affiliated college of Magadh University, Bodh Gaya. The petitioner wants that the election of governing body of Mirza Ghalib College, Gaya, should be held under the supervision of any high functionary either of the State Government or of the Magadh University.

Patna High Court CWJC No.17728 of 2017(2) dt.08-12-2017 2/2 The reason which has been explained in the writ application for seeking such direction is that there had been serious occurrences in the past, leading to registration of First Information Reports. It is accordingly the case of the petitioner that the forthcoming election of the governing body scheduled in the year 2018 should be held under the supervision of some top officials of the State Government or of the University. The petitioner, for the relief as sought for, could have approached the local administration to ensure smooth and peaceful election. Apparently, no representation has been made to the local authorities making grievance as made in the present writ application. The relief sought for in the present writ application cannot be entertained in that background. However, the petitioner shall be at liberty to approach the local authorities, raising the grievance as has been raised in the present writ application.

If such representation is made, the District Magistrate, Gaya, shall be required to look into the said grievance. This application stands disposed of.
