JUSTICE RAJIV ROY ORAL ORDER 16-03-2026 Learned counsel for the petitioner prays for and is allowed to delete paragraph 22 of the petition so far as the allegation has been made against the Sub-Divisional Officer, Bikramganj, Rohtas.
2. Heard the parties.
3. The present application has been preferred for the
Patna High Court CWJC No.3395 of 2026(2) dt.16-03-2026 2/3 following relief(s):
(i) for issuance of an appropriate writ/s, order/s, Direction/s to respondents to dispose of Mutation Revision Case No.
170/2023 which was filed by the petitioner and others against the Circle Officer, Dinara and the respondent No. 12, because the said revision application was heard about 6 months ago and the final order has not been passed because of influence of Respondent No. 12.
(ii) for issuance of an appropriate writ/s, order/s, Direction/s to the respondent to drop the 163 proceeding initiated under BNSS, 2023 bearing Case No. 144 of 2025 pending in the Court of SDM, Bikramganj which has been initiated at the instance of respondent no. 12 on the basis of forged documents and basing upon that prohibitory order has been passed restraining the petitioner to go to his Khatiyani land.
iii. For issuance of an appropriate writ/s, order/s, Direction/s to the respondents to take appropriate action against the erring officials including the respondent no. 12 who hoodwinked the Circle Officer, Dinara by greasing his palm by paying hefty amount for mutating name of the respondent no. 12 on the basis of forged and manufactured document.
iv. To pass such other order/orders as your Lordships may deem fit and proper in the facts and circumstances of this case.

4. The Mutation Revision Case No. 170 of 2023 is presently pending before the Additional Collector, Rohtas at Sasaram. The prayer is that the Case no. (170/2023-24) itself reflects that the matter is pending for two and half years without any progress.
5. This Court has taken note of the concerned Annexure which shows that the Mutation Revision Case No. 170 of 2023-24 was preferred on 11.10.2023 and last adjourned on 03.10.2025.
6. It is high time that the same is taken to its logical conclusion.
7. Learned State Counsel submits that the concerned official shall be passing the final order at an earliest.
8. Accepting the words of the learned State Counsel and directing the respondent no. 5, the Additional Collector, Rohtas at Sasaram to conclude the proceeding and in any case, dispose it of by 30.06.2026, the writ petition is disposed of. (Rajiv Roy, J) Vijay Singh/- U
