The main thrust of the argument of the learned counsel for the appellant appears to be on the imposition of costs of Rs.10,000/- by the learned Single Judge in the writ petition where it was observed that since the petition has been filed after 23 years, the same was only designed to unnecessarily consume the time of the Court.

We entirely agree with the same view taken by the learned Single Judge, but in view of the nature of the contract and the amount involved, we find that the imposition of costs is on the higher side. We, accordingly, reduce the costs to Rs.500/-
