2. State counsel accept notice for respondents. Petitioner's counsel is hereby directed to furnish copy of the petition to the State counsel.

3. In the instant petition, petitioner has prayed for following reliefs:

"1. That this is an application for issuance of an appropriate writ and / or order and/ or direction for granting first time bound promotion to the petitioner

Patna High Court CWJC No.7069 of 2021 dt.09-02-2022 2/2 and after granting the same re-calculate and pay the post retiral dues of the petitioner. The petitioner further prayed for the grant of post retiral dues including the petitioner etc. After granting the first time bond promotion to him."

4. Aforesaid relief is supported by representations dated 04.12.1995, 11.10.1999 and 19.12.2020 respectively.

5. Therefore, concerned respondent is hereby directed to ascertain as to whether petitioner is entitled to time bound promotion as claimed by him or not. If petitioner is entitled, monetary benefits shall be extended to him along with interest @ 8% per annum. Interest is restricted to three years prior to filing of this petition till payment is made. If the petitioner is not entitled in that event necessary speaking order shall be passed as to why petitioner is not entitled to time bound promotion as claimed by him. The above exercise shall be completed within a period of three months from the date of receipt of this order.

6. With the aforesaid observations, the instant petition stands disposed of.
