The petitioner's selection as Anganwari Sevika for Centre No. 63, Jmua Tola, Neerpur in the district of Khagaria has been cancelled. She has put to challenge order dated 19.10.2012 passed by the District Programme Officer, Khagaria as well as order passed by the Divisional Commissioner, Munger dated 04.05.2013 by filing the writ petition in the year 2018. In the meantime, it is not in dispute that person who has been selected on the vacancy caused by the petitioner's removal, has been working as Sevika for the centre in question, and that
Patna High Court CWJC No.13898 of 2018(3) dt.26-09-2022 2/2 in the meantime, third party rights have accrued. This Court would, therefore, observe that the instant case is barred by delay and laches.
Writ petition is dismissed.
