The short submission made by Counsel for the petitioner is that his claim for shifting back of the date of promotion as Assistant Engineer from 30.1.2015 as granted under Annexure 11 i.e. notification dated 30.1.2015 issued by Road Construction Department, he claims the benefit from an earlier date i.e. 12.1.2010 i.e. on the date his junior Rang Nath Tiwari was promoted on the said post.
