There is no resolution or decision of the Indira Gandhi Institute of Medical Science, Patna permitting such a construction.

On instructions, learned counsel representing Indira Gandhi Institute of Medical Science, Patna, points out that there is no construction going on, certain activities by the employees, religious in nature, were detected and that has been stopped by
