JUSTICE MADHURESH PRASAD ORAL JUDGMENT Date : 03-12-2018 It is submitted by counsel for the State that the claim of the petitioner for promotion as Head Master as raised by the petitioner is subject to the process initiated under Annexure R3/B vide letter dated 17.11.2017 issued by the District Program Officer, Begusarai. Pointing to the said letter it is submitted that since there is only a prima facie finding regarding the petitioner not possessing the requisite qualification, the issue is at the stage of inquiry.
