Accordingly, the writ petition is disposed of as

At this juncture, the learned counsel for the petitioner submits that the second prayer of the petitioner is with regard to directing the Vigilance to conduct an investigation without a pre-occupied mind, hence the petitioner be granted liberty to file appropriate petition on the criminal side.
