JUSTICE ANIL KUMAR UPADHYAY ORAL ORDER (Per: HONOURABLE THE CHIEF JUSTICE) 08-01-2020 Petitioners have prayed for the following relief(s). "I. To quash the notification no. 1191 dated 14.6.2017 issued vide signature of respondent no.
2 by which Bihar Juvenile Justice (Care and Protection of Children) Rules, 2017 has been framed in conflict of the objects and motive envisaged in the Juvenile Justice (Care and Protection of Children) Act, 2015, so far it relates to Rule 15(2), 15(4) and 15(6) of said Rules, 2017, and to be declared as ultra vires by which large number of experienced employees are being debarred in the vested interest of some other persons, and further the petitioner prays to quash the notice published in the Dainik Jagran dated 26.10.2017, as the application on the post of Member and Chairman of Child Welfare Committee as per the rule 2018 in question and the petitioners further prays to make the petitioners as permanent members of the C.W.J.C.
Bhagalpur on the basis of their experlise and experience as well as for payment as per with the members of the Juvenile Justice Board.
