====================================================== CORAM: HONOURABLE MR. JUSTICE ALOK KUMAR SINHA ORAL ORDER 16-06-2026 Heard learned counsel for the petitioner, learned counsel appearing for the respondent-State and for the respondent-Patliputra University.

2. With the consent of both the parties, this writ application is being disposed of at this stage itself.

3. In the present writ application, the petitioner has prayed for the grant of following reliefs:

(i) For commanding and directing the respondent authorities to grant promotion to the petitioner in the rank of Reader in terms of provisions contained under different statutes regarding promotion of teachers working in

Patna High Court CWJC No.3153 of 2025(2) dt.16-06-2026 2/3 different colleges, including affiliated religious and minority colleges, under the university as well as including the statutes regarding the Time Bound promotion scheme as approved by the Chancellor contained in B.S.U.-20/92-2280/GS,(1) dated 14.09.1992 issued by the concerned authorities under the government secretariat, Bihar.

ii. To grant any other relief or reliefs for which the petitioner is entitle in the facts and circumstances of this case.

4. After advancing some argument, learned counsel for the petitioner submits that for seeking the aforesaid reliefs, the petitioner is prepared to file a detailed representation before the Vice Chancellor, Patliputra University, Patna (respondent no.

3) and he further prays that an appropriate direction be issued to the Vice Chancellor, Patliputra University, Patna to dispose of his representation within a fixed time frame, after giving an opportunity of hearing to the petitioner.

5. To the aforesaid submission being made by learned counsel for the petitioner, learned counsel appearing for the respondent-University and for the respondent-State do not have any objection.

6. Considering the limited nature of prayer being made by learned counsel for the petitioner, this writ application is disposed of granting liberty to the petitioner to file a detailed representation before the Vice Chancellor, Patliputra University,

Patna High Court CWJC No.3153 of 2025(2) dt.16-06-2026 3/3 Patna within one month from today and if such a representation is filed within the stipulated time, the same shall be disposed of within a period of six months from the date of filing of the representation, after giving an opportunity of hearing to the petitioner.

7. Needless to emphasize that the final order which shall be passed by the Vice Chancellor, Patliputra University, Patna should be a reasoned and speaking order. It is further made clear that in case, the petitioner is found entitled to the relief which the petitioner would be claiming through the representation, the same should be extended to the petitioner within a further period of three months from the date of passing of the final order by the Vice Chancellor, Patliputra University, Patna.

8. With the aforesaid observation/direction and liberty granted, this writ application is disposed of. All pending interlocutory application(s), if any, shall also be deemed to have been disposed of.
