2. In the instant petition, petitioner has prayed for the following relief/reliefs:

"That this is an application for issuance of an appropriate writ, order or direction, directing the respondent concern to pay the allowance to the petitioner for the period 1st January 2019 to 31st May 2019 during which he was deputed in Very High Frequency (VHF) Control Room, Motihari but he has not been paid the allowance.

3. The counter affidavit is silent about passing a speaking order whether petitioner is entitled for the relief sought in the present petition read with the representation, therefore, the concerned respondent is hereby directed to pass a speaking order as to why the petitioner is not entitled. Such order shall be passed within a period of four weeks from the date of receipt of this order and communicate to the petitioner.
