A counter affidavit is filed on behalf of the respondent nos. 4 to 6. In paragraph 13 thereof, it is stated that the B.D.O., Naubatpur vide order dated 18.05.2015 has already informed the A.D.M., Disaster Management, Patna that the death certificate of the petitioner dated 29.10.1993 has already been cancelled by the Panchayat Secretary. Having said so, in paragraph 14, the respondents have stated as under:- "14. That it is humbly submitted that it is
