Keeping in mind the order, dated 06.04.2016, private-respondent is restrained from performing any responsibility as Secretary, Gram Kachari, Shankardiha Panchayat of Tarari Block, unless an order of superior authority or forum is passed in favour of the private-respondent in his appeal, which he has moved before the Collector, as is his stand. Since such appointments are said to be co-terminus with the life of the Gram Panchayat, no direction in favour of the petitioner
