In case, the petitioner files a representation before the respondent nos. 2 and 3 enclosing the copy of this order and the judgment of the Apex Court in the case of Mukesh & Ano. (Supra), the respondent nos. 2 and 3 are obliged to take final decision in the light of the latest judgment of the Apex Court in the case of Mukesh & Ano. (supra) within a maximum period of
