The grievance of the petitioner is that while in service of Indian Army, he was granted licence for S.B.B.L. gun from competent authority of Jammu & Kashmir on 01.12.1980 and thereafter, it was being renewed time to time. He retired from the post of Hawaldar and, thereafter, he had applied for renewal of licence which would be evident from Annexure-3 issued by the District Arms Magistrate, Rohtas at Sasaram addressed to the Circle Officer, Karahgar for making a query regarding his permanent address and which refers to a letter written on 28.11.2002. Having regard to the facts and circumstances of this case, this writ application is being disposed of with a direction the District Magistrate-cum- Licensing Authority to take a decision in the case of the petitioner in accordance with law expeditiously preferably within a period of three months from the date of receipt/ production of a copy of this order.
