The appeal is dismissed for the reason that the impugned order dated 13.02.2014 has been passed keeping in mind the decisions and rulings of the Hon'ble Supreme Court, which categorically says that such applications under Article 227 of the Constitution of India are not maintainable.

Since no other judgment has been produced by the counsel for the appellant where it can be shown that the decisions of the Hon'ble Supreme Court has been overruled or explained, the impugned order is not required to be interfered with.
