1. During pendency of the writ application, main prayer, against the impugned letter, has become infructuous inasmuch as the period of contract has expired in 2023. Now, only dispute remains, is regarding payment of bill to the petitioner by the respondent/Bihar State Hydro Electric Power Corporation (in short B.S.H.E.P.C), against security guard provided in the premises of the B.S.H.E.P.C.

2. Learned counsel for the petitioner submits that the petitioner has submitted the bill of Rs. 58 lacs along with all the documents on 12.08.2020, but the bill has not yet been paid.

3. On the other hand, learned counsel for the B.S.H.E.P.C. submits that a sum of Rs. 12,70,430/- is admitted by the respondent and the remaining amount i.e., Rs. 58,53,764/-, is being disputed. The admitted amount is not being paid due to the fact that the petitioner has not furnished E.P.F./E.S.I.C. documents.

4. Learned counsel for the petitioner submits that the petitioner proposes to file a detailed representation in this

5. If the representation is filed by the petitioner claiming the admitted amount of Rs. 12,70,430/- along with the relevant documents, the Manager (P&A) shall be obliged to consider the same and dispose the representation of the petitioner with a reasoned order. For the remaining bill amount which has not been admitted by the respondent, the petitioner shall be at liberty to claim the same by way of suit.
