Court is not inclined to exercise its discretion on a belated and stale claim raised by the petitioner. No mandamus is required to be issued.

The issue raised is direction for payment of salary for a limited period for the year 2002-2003. Where the petitioner was all these years and why he did not assert his right, is not being explained. The repeated representations, according to the petitioner, cannot come to his rescue, as has already been held by Hon'ble Supreme Court in many a decisions.

The writ application is dismissed.
