If there are some legitimate dues, which are still left to be paid over and above what has already been indicated in paragraph 4 of the counter affidavit filed on behalf of Block Development Officer, Belhar, there is an obligation upon him to ensure that the left over dues is also paid to the petitioner without any further delay. Counsel for the petitioner is not in a position to inform the Court about the subsequent developments. In fact, he is not even instructed with regard to the steps indicated in paragraph 4 of the counter affidavit of the Block Development Officer. However, from the counter affidavit of the Accountant General, Bihar, it is evident that a letter was written to the Block
