2. State counsel accepts notice for respondent nos. 1 to 7. The petitioner has already invoked the remedy of appeal before the Appellate Authority in filing the case no. 61 of 201819 before the fifth respondent and it is pending consideration.

3. Therefore, the fifth respondent is hereby directed to decide the petitioner's appeal no. 61 of 2018-19 within a period of three months from the date of receipt of this order.

4. If any third party's right is likely to be affected in that event the Appellate Authority is hereby directed to issue
