Once the prayer of the petitioner was considered and allowed by the Collector, now after more than 35 years, the Collector cannot take a stand that the same cannot be reopened because of deletion of Section 45(b).

In these circumstances, the Additional Collector, Land Ceiling, will examine the records as per the order dated 27.07.1987, hear the petitioner and thereafter pass a reasoned and speaking order on the grievance of the petitioner. With the aforesaid observation and direction, this application is allowed.
