Writ application is required to be dismissed on the simple ground that there is no error apparent on the face of record either of fact or law. Petitioner is a holder of a so called degree from Hindi Sahitya Sammellan, Allahabad, which is neither a teaching institution nor an institution imparting any knowledge or degree. The above position has been amply laid down by the Hon'ble Supreme Court in the case of Rajasthan Pradesh Vaidya
