2. Counsel for the petitioner submits that the present writ petition has been filed directing the respondents to grant him the payment of benefit of first time bound promotion with effect from 1989, second time bound promotion with effect from

Patna High Court CWJC No. 3610 of 2020(15) dt.22-12-2023 2/2 16.07.1994 and also directed to make payment of interest over due amount and all other consequential benefits.

3. Counsel for the state raised preliminary objection and submits that Bihar Government Servant Grievance Redressal Rule 2019 has come into existence under which the persons who has to file a complaint before the Bihar Government Servant Grievance Redressal Officers and Bihar Government Servant Grievance Redressal Officers are bound to decide the grievance within 60 days. As such, the petitioner is directed to represent before the Director, Animal Husbandry Department, Government Of Bihar as Respondent no. 4 who shall pass reasoned speaking order on the representation passed by the petitioner within 60 days from the date of filing of the fresh representation along with the order passed.
