1. The present writ petition has been filed seeking the following relief(s):- "1.(I) For issuance of an appropriate writ in the nature of Mandamus, commanding and directing the respondent authorities to grant promotion to the petitioner against Class-III post on the basis of his eligibility and seniority in services of the university/college as ClassIV employee on the ground that similarly situated persons, even junior than the

Patna High Court CWJC No.3714 of 2025(2) dt.07-03-2025 2/3 petitioner, working in the different colleges/universities were granted promotion by the respondent- university pursuant to the different orders passed by the respondent university such as recently the respondent university had granted promotion of 13 Class -IV employees working in different colleges vide office order contained in Memo No.B/2974 dated 24.10.2024, issued under the signature of the respondent no.5 pursuant to the order dated 31.08.2023, passed in C.W.J.C. No.9230 of 2023 but the respondent university ignored the promotion of the petitioner for no reason whatsoever.

(II) For issuance of an appropriate writ in the nature of Mandamus, commanding and directing the respondent authorities to grant promotion to the petitioners to Class-III post since the date when the juniors or similarly situated persons were granted such promotion as also to grant the consequential monetary benefits from the date of his entitlement. "

2. At the outset, the learned counsel for the petitioner seeks liberty on behalf of the petitioner to approach the respondent no.4 i.e. the Vice Chncellor, Babasaheb Bhimrao Ambedkar Bihar University, Muzaffarpur, for redressal of his aforesaid grievances. Liberty so sought is granted.

3. It is needless to state that in case appropriate representation is filed by the petitioner, within a period of four weeks from today, the respondent no.4 or the authorised authority shall consider the same and pass a reasoned and a speaking order, within a period of six weeks, thereafter.

4. The present writ petition stands disposed off on the aforesaid terms.
