Learned counsel for the petitioner submits that the petitioner would be filing memorial before the Director General of Police, Bihar (respondent no.2) against order dated 28.5.2015(Annexure 6), passed by the Deputy Inspector General of Police, Champaran Region, Bettiah (respondent no.3). In view of such limited prayer, this Court would observe that if the memo of appeal is preferred within six weeks from today, then the authorities should consider the same on its own merit without raising any issue regarding the same being barred by delay, by a reasoned and speaking order in accordance
