This writ application is disposed of at this stage with a direction upon the Principal Secretary, Home (Police), Government of Bihar that he has an obligation in terms of the previous direction issued by the High Court to consider the application of the petitioner, contained in Annexure-5, 6 and 7 and pass a suitable order on the grievance of the petitioner. The order in question passed in the writ application is dated 26.6.2014. Petitioner has been repeatedly approaching the authorities. It is because of non-decision and non-action on the part of the authorities that petitioner has been compelled to come to High Court.

2. The Court wonders as to what has happened to the policy of the State and detailed mechanism which was put in place to ensure that litigations are reduced by addressing and redressing the grievances by the various committees
