This application, for grant of anticipatory bail, arises out of Laukariya Police Station Case No. 29 of 2002, disclosing offences under Sections 363, 370, 371, 120B of the Indian Penal Code.

The petitioner has come nearly 16 years after registration of the First Information Report for grant of anticipatory bail.

Considering the seriousness of the offences and the delay on the part of the petitioner in approaching this Court, I am not inclined to grant the petitioner privilege of anticipatory bail.

The petitioner, Manoj Singh, is directed to surrender before the Court below within a period of four weeks from today and seek regular bail, if so advised. If he does so, his application for regular bail shall be considered by the learned Court below on its own merit without being prejudiced by rejection of present application for grant of anticipatory bail.
