Death of the father of the petitioner happened on 5-1-1999. Already 16 years have gone past since the loss of the bread earner in the family. The object and purpose for providing compassionate appointment has been lost by not only delay in assertion of the right, but also such claim being time barred. The writ application is dismissed.
