Location of a primary school is within the domain of the local authorities and the people whose interest it is required to serve.

It is evident from the counter affidavit that decision has been taken keeping in mind the proximity, the access and location, befitting the interest of the students etc.

The Court has no materials independent to such a decision to come to any other opinion.
