2. After some arguments, learned counsel for the respondents State submits that the grievance of the petitioner may be redressed if he files a representation before the respondent no.2.

On the fair stand taken by learned counsel for the respondents, this writ application is disposed of with a direction to the petitioner to file a representation with all supporting documents within four weeks before the respondent no.2 and respondent no.2 would be obliged to pass a reasoned and speaking order within eight weeks thereafter.
