The present petition has been preferred for:- giving order, orders or direction, directions commanding the Respondent authorities especially Respondent no. 2, the Collector, Vaishali at Hajipur to dispose of Misc. Case No. 139 of 2012- 13 pending in the court of the said Respondent no. 2 since 2012 to till date.

Learned Counsel for the petitioner submits that entire order-sheet of Appeal Case No. 139 of 2012-13 (Meghan Sahni vs Sakinder Sahni) has been brought on record to show how from 25.09.2012, the matter is being adjourned for one reason or the other and in that background, he has to knock this Court for its disposal.

4. Learned State Counsel admits that it is too longer a time to dispose of a petition and the same ought to have been disposed of at an earliest.

5. This Court has gone through the order-sheet which shows that in some of the dates, even the signature of the respondent-Collector, Vaishali at Hajipur is missing. In fact, the last three dates of the order-sheet which is part of the record, on 10.01.2023, 21.02.2023 and 28.03.2023, the matter was adjourned but the signature is missing.

6. The forums have been created for the redressal of the grievance of the citizen and if 12 years is/are the time which is taken to decide the same, the purpose for which it has been filed becomes infructuous.

7. This Court has reasonable fear that more such cases may be pending before the office of the Collector, Vaishali at Hajipur where the poor litigants may be suffering for decades

8. Be that as it may, since the petitioner has approached this Court, the Court has to limit its order to this very case.

9. The writ petition stands disposed of with a direction to the Collector, Vaishali at Hajipur (respondent no. 2) immediately take up the matter and after hearing all the parties to get it disposed of maximum by 31st of December, 2024. (Rajiv Roy, J) Neha/- U
