2. At the outset, learned counsel for the petitioner submits that liberty may be given to the petitioner to file fresh application before respondent no.8 for redressal of his grievance raised in the present writ petition.

3. In view of nature of prayer made by learned counsel for the petitioner, let the petitioner file an application before respondent no. 8 within a period of six weeks from today.

4. In the event, such application is filed by the petitioner within the said stipulated period, it is expected that
