Keeping in mind the latest pronouncement of the Hon'ble Supreme Court in the case of State of Punjab and others Vs. Rafiq Masih (White Washer) reported in 2015 (1) PLJR (SC) [261] and the principles laid down in the concluding part of the said decision, the impugned order, contained in Annexure-1, dated 13.03.2012 as well as the order, dated 09.05.2013, contained in Annexure-1/A are hereby quashed.

Writ application is allowed.
